The system should not allow users to access the "Make a Grant" form from the recent grants section on the homepage if they do not have grant making privileges.  There is no notation that tells the user that they don't have grant privileges. The other parts of the system at least are grayed out so they can't click on it. It should be consistent in DonorCentral to avoid confusion. I would like to see the all grant features disabled for users with no grant privileges.
