IGAM text count criteria

When making a form to be used within an IGAM application you must defined the field limitiation and in many cases which fieldmaker field to map back to in FIMS. Within Fieldmaker the field size is based upon total number of characters but in IGAM the field size is based upon the total numbe of words. This causes a good amount of confusion among the grantees apply for the grant which in turn decreases the effeciency associated with implementing IGAM. It would very helpful if both IGAM and Fieldmaker standardizedon a limitaion based up th total numer of characters Impact: Increases the number of support calls that are fielded by grantees that use IGAM

    One last thought to consider for this request. Using a 'word count' system is a flawed design. If there were a field on an IGAM app that had a 2 word limit then one applicant may enter there answer as 'electroencephalograph instrument' while another applicant may enter 'head scanner'. I understand that IGAM was originally designed to work with GIFTS but now that it is also bundled with FIMS it should be more consistent and offer character count criteria. Ironically, I would think that GIFTS users would also benefit from a character count criteria as it would offer a more consistent experience for their user base
